Supporting USDA housing programs

Once again we are faced with insufficient funding for the rural housing programs in the President’s budget. The budget requests only $10 million for Sec. 523 self-help housing, and $653 million for Sec. 502 loans. The Senate appropriations subcommittee has recommended $30 million for 523 and $900 million for 502. The House subcommittee is getting ready to mark up, and as a result of the “Ryan Budget” cuts, we are thinking that the appropriations committee will not be better than the President’s numbers.
So we will have our work cut out for us when Congress finally takes up the appropriations bills. The looming question is when will that happen? Most pundits do not expect the House and Senate to agree on any spending bills until after the fall election. There will, most likely, be a short-term continuing resolution in September that will fund the government until sometime in December. If there is a significant political shift in the election, then it is likely there will be a second continuing resolution to wait for the new Congress seating. If there is not a significant change, then the Congress is expected to pass a budget between the election and Christmas.
I know we all worked very hard last year to achieve an adequate budget outcome, and we need to be prepared to do the same this coming fall and early winter. Thanks for your continuing commitment to the USDA housing programs.
