Community Development

RCAC’s community development (CD) services help communities create a vision, set goals and implement an action plan for community development projects. CD addresses leadership development, economic development and comprehensive planning needs of rural communities.

This formula illustrates the CD model:
Community Effort + RCAC Assistance = Community Change

Community effort combined with RCAC assistance generates community change.

By offering additional services, RCAC can more comprehensively assist communities achieve their visions. RCAC is always focused on the total community. Organizations and businesses may be assisted, but always within the context of community development.

RCAC places heavy emphasis on program evaluation and work plan adjustments based on evaluation results. Evaluation is a collaborative process involving community residents. Communities participating in the comprehensive community development program are required to conduct a baseline assessment at the beginning of the community development process. Periodic evaluations occur throughout RCAC’s work in a community, with the aim of documenting changes that have occurred since the last evaluation. The evaluation process measures and documents community change and assesses the effectiveness of RCAC’s technical assistance.
