“Dave has worked tirelessly advocating for the Mutual Self-Help housing program as well as other rural development programs. It will be wonderful working with a state director who knows and understands rural development programs and supports rural communities throughout the state of Utah and the western United States. How fortunate for Utah grantees,” said Connie Baker Wolfe, RCAC regional housing manager.

Conine has an academic background in architecture, urban planning and earth sciences. He has spent more than two decades working with city, state and tribal planning agencies. His community development experience in business and public sector environments includes economic and demographic analysis, land use and resource planning, drafting, planning and zoning ordinances, and facilitating citizen involvement.
