State Revolving Fund Contracts
A core RCAC program is to provide state-specific drinking water technical assistance; states may use a portion of their Environmental Protection Agency funding for this help. RCAC is active in the following states and provides a range of services to drinking water systems based on the priorities of the state drinking water programs:
California
The California Department of Public Health granted RCAC funds to provide training and technical assistance to small California public water systems with an emphasis on water and energy efficiency improvements or other environmentally innovative activities. Between July and September 2009, RCAC provided seven workshops, attended by a total of 224 participants who represented 137 water systems under the state revolving fund California grant.
Hawaii
RCAC provides free on-site technical assistance to small public water systems (under 10,000 population served) through the Circuit Rider Program, a public service program funded by the Hawaii Department of Health's state revolving fund. This assistance takes on many forms and is designed to aid water system operators, managers, and board members. The goal of the program is to assist water systems develop technical, managerial and financial capacity so they can provide safe drinking water consistently, reliably, and cost effectively.
Washington
The Washington State Department of Health granted RCAC funds to provide technical assistance to small public water systems to help them meet requirements of construction funding provided through stimulus funds. RCAC has provided technical assistance to 11 water systems under this contract.
