RCAC seeks Rural Development Specialist - Environmental

RCAC is seeking a Rural Development Specialist - Environmental to provide training and technical assistance to nonprofit and local, tribal, state and federal government agencies to improve or develop water, and wastewater systems and programs in rural communities.

Major responsibilities include, but are not limited to, conducting TMF assessments; providing technical assistance on varies subjects; perform financial analysis, budgeting and rate setting studies, planning and/or delivering training; performing outreach and networking; developing new programs, performing research and analysis and publishing results; administrative duties and contract management.

Work performed may be in the technical areas of water and wastewater operations, management and financing, community development and organization. Understanding water system management and operations is a plus.

This position requires a minimum of five (5) years of applicable experience in environmental policy management or regulations, water or wastewater facilities operations, financial management, accounting or planning (education may be substituted for experience). Licensed as a water treatment or distribution operator, wastewater treatment plant operator or specialized training in the subject is preferred.
