RCAC seeks Rural Development Specialist - Engineer

RCAC is seeking a Rural Development Specialist - Engineer to provide training and assistance to tribal, nonprofit and governmental organizations to improve the management of, build capacity for and/or develop water, wastewater and solid waste systems and programs in rural communities.

Major responsibilities include, but are not limited to: management of projects and contracts under Integrated Regional Water Management (IRWM) funding; provide operational technical assistance; project management; financial planning; deliver training; report writing; write and submit small proposals; program development; outreach and networking at the regional, state and national level; research and analysis and administrative duties.

The ideal candidate will have a combination of education (Bachelor's degree in Civil or Environmental Engineering) and/or five (5) years of applicable experience in engineering, project management, environmental policy management in water or wastewater issues, utility operation, water, wastewater or solid waste facilities management or development and/or planning (education may be substituted for experience), and excellent verbal and written communication skills.

Knowledge of California regulatory departments such as DWR, CDPH and SWRQB and/or PE registration in California are highly desirable.
