Board of Directors

RCAC's board of directors consists of no less than nine members and no more than 13 at any given time. Board members must live or work in states within RCAC's service area. Board members must be or represent low-income rural residents and/or have the appropriate technical background in RCAC activities. The board strives to keep the ethnic and gender distribution of its members in balance with the population RCAC serves.

Directors are elected for a term of three years and may not serve for more than four consecutive terms. RCAC's board of directors meets quarterly. Members of RCAC's current board of directors are:

Elizabeth Moore is the Community Reinvestment Act (CRA) vice-president at Morgan Stanley. She has more than 22 years of experience in the affordable housing industry as both a nonprofit developer and lender. She has a master’s degree in public administration from California State University, Chico. (RCAC Finance and New Markets Tax Credit committees member.)

 
Robert Rendon

Robert Rendon is the community development director for Zions Bank. He directs the bank's community development efforts in Utah and Idaho. He has experience as an examining officer and commercial/consumer loan officer. He holds a business administration degree from the University of Utah. Anita Gahimer Crow has 35 years of broad-based management and leadership experience. Her major strengths are in rural economic development, financial management, strategic planning and public relations. She is the chief executive officer of Kinetics, Inc., a software research and development firm. She also provides professional services to rural business enterprises, rural communities and economic development entities, and previously was the executive director of the Port District of Skamania County, Washington. Nalani Fujimori Kaina

Nalani Fujimori Kaina is the executive director of the Legal Aid Society of Hawaii, which delivers needed civil legal services to both rural and urban areas in Hawaii. She began her career as a staff attorney on Molokai and created a leadership capacity development program on Lanai. Ms. Kaina is a graduate of New York University School of Law. Frank Bravo

Frank Bravo is the vice president, community development finance manager of Rabobank, N.A. He has more than 18 years of banking experience, which includes an in-depth understanding of multifamily mortgage revenue bonds and low-income housing tax credit programs. He also has more than 14 years of experience in community and affordable housing development and financing. During the past five years, Mr. Bravo has focused on bringing financial resources to rural communities of California, specifically farm worker housing and infrastructure finance. Mr. Bravo currently serves on the Board of Directors of the Northern California Community Loan Fund, Central Valley Advisory Committee of the Northern California Community Loan Fund and is the chairperson of the loan committee for the California Community Reinvestment Corporation. He has a bachelor’s of science degree in biological science from University of California, Davis. (RCAC Finance and New Markets Tax Credit committees member.)

Joe Herring has been involved in workforce, community and economic development since 1980. He has led Region IV Development since 1986 with success in creating collaborations and promoting sustainable growth throughout south-central Idaho. Mr. Herring also is the CEO of Business Lending Solutions, a SBA Certified Development Company financing Idaho small business development. He co-founded the Idaho-Nevada Community Development Financial Institution and continues to serve on its board of directors as well as several other local, regional and state nonprofit organization boards. He holds bachelor’s degrees in city and regional planning, and geography. (RCAC Governance Committee chair, Audit, Finance, New Markets Tax Credit and Investment committees member.)

Marty Miller is the executive director of the Yakima-based Office of Rural and Farmworker Housing (ORFH), a nonprofit housing developer and Community Development Financial Institution serving rural Washington. He has more than 20 years of affordable housing development experience. Mr. Miller also is active in advocacy and serves on several boards including the National Rural Housing Coalition and the National Farmworker Housing Directors Association. He has a master's degree in economic development from Eastern University in Pennsylvania. (RCAC Finance and New Markets Tax Credit committees member.) 

 
Rachel Morse

Alaska

Rachel Morse is the interim director of Alumni Relations at the University of Alaska Anchorage (UAA) and the executive director of the UAA Alumni Association. She has spent the past decade working with rural communities in Alaska on projects that include environmental stewardship, housing, early childhood education and other social services. Her prior experience includes serving as the Henry Clepper Policy Intern for the Society of American Foresters in Washington, D.C. and as a U.S. Peace Corps Volunteer in Zimbabwe. She has a master’s degree in business administration from the University of Alaska Anchorage and a master’s degree in forestry and natural resources management from Purdue University, West Lafayette, Indiana. Vicki Oldman-John

Vickie Kitseallyboy Oldman-John is an enrolled member of the Navajo tribe and her clans are Black Streak of the Forest People, Mud People, One Who Walks Around and Folding Arm People. Mrs. Oldman-John is an accomplished facilitator, skilled trainer, curriculum writer and speaker who has worked with the many national, state and Native communities. She provides strategic planning, community and organizational development, team building, technical assistance and training in asset building and housing counseling. She has more than 15 years of experience working for and in Native communities. Mrs. Oldman-John has a master's degree in social work with a concentration in community planning and administration from New Mexico Highlands University and also is a graduate of Arizona State University. David Provost has 25 years of progressive expertise in positions ranging from president of a $90 million computer-leasing corporation to chief financial officer of a national nonprofit organization. He is the chief financial officer for the Corporation for Supportive Housing. Mr. Provost holds a bachelor’s degree in accounting, with honors, from Northeastern University in Boston, Massachusetts; and a master’s degree in business administration from Boston University, in Massachusetts. Gary Severson

Gary Severson has addressed regional issues in the public and private sector with multiple stakeholders, diverse groups and communities for 43 years. He recently retired as executive director of Northwest Colorado Council of Governments. He was recognized by the U.S. Senate and House of Representatives for his leadership in regionalism. He earned USDA’s Rural Community Assistance National Leadership Award. He is listed in the National Heritage Registry of Who’s Who, and was appointed to the USDA Secretary’s Collaborative Forest Landscape Restoration Advisory Committee. As a USDA Forest Services’ National Collaboration Cadre he develops collaborative approaches to ecological, social and economic restoration. He is also a member of Orton Family Foundation’s Board of Trustees. He earned degrees in public address and group communications from Drake University. John Sheehan

John Sheehan has been the executive director of Plumas Corporation, a nonprofit organization focusing on economic and business development, visitor attraction and protection of natural resources in Plumas County for nearly 20 years. He has more than 40 years of community development experience working with nonprofit organizations and various government agencies. He is currently a trustee at Feather River Community College and serves on the Quincy Library Group and Plumas Community Foundation boards. Mr. Sheehan also served on the boards of the California Coalition for Rural Housing and California Rural Development Council.
