City of Mabton seeks financial capacity assistance

Solution: Assist with the completion of USDA Rural Development annual financial reports

The city of Mabton in Yakima County (population 2,165) owns and operates an activated sludge treatment plant which discharges treated effluent to the Yakima River. A major plant upgrade was completed in 1999, but due to funding and space limitations, the upgrade was designed with less than optimal sludge handling and hydraulic capacity. The treatment facility has reached its effective operational capacity and requires substantial improvements.

The U.S. Department of Agriculture (USDA) Rural Development currently has an existing water loan for the city and is a potential lender for the new wastewater upgrades. However, Rural Development was concerned about the financial management of the system and asked RCAC to assist.  

RCAC helped the community comply with the requirements of USDA Rural Development annual financial reporting. Through financial training, the city came to better understand its financial needs, and also identified funds which were used to begin the wastewater expansion planning process. With RCAC’s assistance, the city of Mabton increased rates and has maintained annual reporting compliance with USDA Rural Development.

The city of Mabton now understands and submits accurate and timely financial reports.
